You can move you account to another server, I do it all the time! It uses the same technology as ATProto names, where DNS can delegate what server to use for the name

We’ve had that for years with https://xmpp.org/extensions/xep-0174.html but RELOAD is an attempt to modernize this for LAN/ad-hoc network use cases.

These aren’t really the same kind of thing. XMPP for sure, maybe over websocket as a transport if you’re in a browser.
